Mrs. Wanda Brooks joined D-3 Enterprises Limited in February 1993 and is one of D-3's most experienced insurance professionals. She holds the position of Assistant General Manager and Senior Underwriter, specializing in Property and Casualty insurance, including claims adjudication.

Mrs. Brooks is a founding member of the Anguilla Insurance Association and has achieved honored qualifications in the Caribbean Insurance Foundation Certificate (CIFC) and Caribbean Insurance Motor Certificate (CIMC) from the Association of Insurance Institutes of the Caribbean (AIIC). This, along with a certificate in Supervisory Management from the Barbados Community College, has provided Mrs. Brooks a knowledgeable and competitive edge within the general insurance market. Mrs. Brooks is a leader in all capacities and her dedicated service in ministry, lends to the solidarity and strength of D-3 Enterprises Limited.

With a wealth of experience and qualifications spanning a 36 year period, Mr. Clement Ruan is the Managing Director of D-3 Enterprises Limited. Prior to founding D-3 Enterprises Limited, Mr. Ruan worked as an independent sales agent for Mutual of Omaha and United of Omaha for over nine (9) years, where he achieved top awards.

Mr. Ruan holds a Bachelor's degree (BA) in Social Sciences - Economics and History from the University of the Virgin Islands. He holds the international designation of Accredited Director from Chartered Secretaries Canada and the professional designations of Financial Services Specialist (FSS) and Life Underwriter Training Council Fellow (LUTCF) from The American College. Mr. Ruan has also successfully completed the Agency Management course of the Society of Certified Insurance Counselors.

Mr. Ruan serves on numerous boards and associations: Caribbean Commercial Bank (Anguilla) Limited, Caribbean Traders Limited, and Anguilla National Development Company Limited. He is a member of the National Association of Insurance & Financial Advisors, Treasurer of the Insurance Association of The Eastern Caribbean States, President of the Anguilla Insurance Association and a Past President of the Rotary Club of Anguilla (District 7020).
